Design, manufacture, supply, jointing (including the associated joints, terminations and accessories as required), installation, testing/commissioning, system warranty and all construction/civil works for the 400 kV cable routes (including sealing end compounds) required for this project. The cable system would have to carry in the order of 2900/2600 MVA continuous rating per circuit at the operating voltage in winter/summer rating seasons respectively. There may be an option for design, manufacture, supply, jointing (including the associated joints, terminations and accessories as required), installation, testing/commissioning, system warranty and all construction/civil works for 132 kV cable route(s) (including potential sealing end compounds) required for this project.
The completion date for making the system available for operational service is intended to be 2018. The project is part of a large major infrastructure reinforcement project and the installation/commissioning will need to meet specific outage requirements which form part of the overall scheme.
The scope is a turnkey project to include (but not limited to) the initial and detailed design, manufacture, quality assurance, project management, installation, construction/civil engineering to meet the requirements of the Construction (Design and Management) Regulations (CDM) 2007, testing and commissioning. The Contractor will be required to undertake the role of Principal Contractor under the CDM Regulations.
The underground sections of the 400kV route(s) will be approximately twelve (12) kms in length (which will generally be direct buried and comprise one or 2 cable circuits). However, this length may be subject to change. The underground sections are generally situated in the middle of an overhead line transmission route.
For the 400 kV cable system, the solution shall have proven capability to meet all National Grids transmission requirements, demonstrated by national and international standards and Applicants will be required to demonstrate the successful completion of the IEC 62067 Clause 13 pre-qualification tests for the complete cable system to be supplied to demonstrate reliability and availability of the offered cable system at full operating voltages and currents.
This is an indicative scope and the requirements will be described in full in the invitation to tender.

Description of particular conditions: The terms and conditions will advised in the Invitation to Tender, however they are likely to follow FIDIC, NEC, or bespoke with relevant additions outlined.
National Grid reserves the right to disqualify an applicant who provides information, which later proves to be incorrect,
National Grid reserves the right to annul the tendering process and not award a contract for all or any part of the works detailed,
The contract and any matters arising out of it shall be subject to English law and the jurisdiction of the English courts. In the case of partnerships, alliances, joint ventures, all parties will be jointly and severely liable.
National Grid requires the Applicant to have in-house HV Cable manufacturing capability. For the avoidance of doubt, Applicants who are Agents and/or Companies who may propose to sub-contract the cable manufacture will not meet the requirements of the pre-qualification process.

The technical capacity required for this contract will be fully described and included in the pre-qualification questionnaire (which will be issued to Applicants who respond to this Contract Notice by the required deadline) however, the selection criteria for Applicants to qualify to be invited to the tender will include (but not limited to):
Demonstrating their capability and experience in the design, manufacture, supply, installation, project management, testing and commissioning of a 400 kV underground cable system and associated sealing end compounds. This will include (but not limited to) client names and location, current ratings, contract start and finish date, scope of previous projects/contracts and indicative values (National Grid reserves the right to take up references),
Demonstrating their capability and experience in the design, manufacture, supply, installation, project management, testing and commissioning of a 132 kV underground cable system and associated sealing end compounds. This will include (but not limited to) client names and location, current ratings, contract start and finish date, scope of previous projects/contracts and indicative values (National Grid reserves the right to take up references),
For the 400 kV cable system, the suppliers must have successfully undertaken a long term test (IEC 62067 Clause 13 pre-qualification tests) to demonstrate the long term reliability and suitability for installation on the National Grid electricity transmission system. Full evidence of successful test completion will be required to qualify to participate in this tender event,
Details of the manufacturing location/capacity/resources to demonstrate sufficient capacity / capability to undertake this project to meet the completion date, including an overview of the suppliers portfolio/other projects affecting the suppliers capacity/workload for the next 3 years,
Details of their Quality Assurance, Health, Safety, and Environment Management Systems. Details to include statements of certification to ISO 9000, ISO 14000 series and a typical quality, health, safety and environment plan, (NOTE generic reference manuals are not acceptable). If the Applicant is a subsidiary Company or a member Company of a group or consortium, full details of the group structure must be provided. Suppliers registered on the Achilles UVDB need not send information which has already been supplied within UVDB. Suppliers which have completed an Achilles B2 Verify assessment (and have achieved the minimum score required by National Grid) will not need not supply information already provided for the Verify assessment. However, they will be required to supply copies of their ISO 9000 series and ISO 14000 series certificates.
National Grid Electricity Transmission plc reserve the right to reject any Applicants from further consideration where information so requested is not provided by the deadline for receipt of the pre-qualification questionnaire.
