Following a number of severe adverse weather incidents, including a significantly higher-than-average rainfall across Somerset towards the end of 2013 to the present time, a need has arisen for repair and resilience works to be undertaken across the highway network in the County. Somerset County Council (SCC) is therefore seeking expressions of interest from suitably qualified contractors to deliver repair and reslience maintenance works through a framework agreement.
Somerset County Council is a founding member of the South West Highways Alliance; the collaborative alliance of all Highways Authorities in the South West of England. This alliance consists of:
Somerset County Council;
Devon County Council;
Wiltshire County Council;
Dorset County Council;
Gloucestershire County Council;
Cornwall Council;
North Somerset Council;
Bath and North East Somerset Council;
South Gloucestershire Council;
Torbay Council;
Bristol City Council;
Swindon City Council;
Poole Borough Council;
Bournemouth Borough Council;
Plymouth City Council.
It is envisaged that partner members of that alliance will from time to time wish to issue works through this contract and it is for this reason that SCC is conducting this procurement on behalf of those authorities additionally.
Expressions of interest are sought for the following lots. Contractors may express an interest for one or many lots. It is envisaged that, in order to attract as wide a range of suppliers as possible, multiple suppliers will be qualified into each lot with a mini-competition process undertaken to award specific packages of work therein.
1. Surface dressing (including, at SCC’s discretion, design thereof).
2. Resurfacing (including, at SCC’s discretion, design thereof).
3. Haunching works, drainage works and works to footways.
4. Patching.
5. Specialist surface treatments (including microasphalt and slurry sealing).
A Supplier Information-sharing open day is being held in Taunton during the morning of 28.4.2014. Suppliers wishing to attend this open day should express an interest in the opportunity (including completing the pre-qualification questionnaire) by visiting the Supplying the Southwest procurement portal at http://www.supplyingthesouthwest.org.uk
