Portsmouth City Council – the Council – is seeking to create a tender shortlist for highways construction at Dunsbury Hill Farm (DHF), Havant. DHF is a large area of greenfield land situated to the immediate east of Junction 3 of the A3 (M). Owned in its entirety by the Council, the site sits within Havant Borough Council (HBC) who act as Local Planning Authority, with Hampshire County Council (HCC) as Local Highways Authority. HBC have identified the site in their adopted Core Strategy as a key strategic employment site for the sub-region, with the potential to generate over 1,000 new jobs and provide much needed local employment opportunities to the neighbouring Leigh Park area.
Interested parties should note that another procurement process to appoint a Primary Contractor for delivery of planned building and highways construction elements is currently being let in parallel via the IESE South East & London Construction Framework for Major Projects. The IESE procurement process will remain the Council’s preferred procurement route. However, in the event that a decision is taken to only proceed with construction of the highways element, either in total or in part, the Council will utilise the tender shortlist created via this procurement exercise in order to appoint a specialist highways contractor.
Estimated value of the highways works of the complete highways works is approximately GBP 6.5m. The Council is unable to provide any approximate dates on when a decision would be made on whether to progress with the building and highways works or the highways works only, however if the tender shortlist of highways contractors is utilised it would be likely that bids would be invited during Summer 2014. The Council would then require the successful contractor to be on site in late 2014 / early 2015 and to have completed the works by late 2015 / early 2016.
