The Borough Council of Bolton (‘the Authority’) is prepared to receive tenders to be included on the dynamic purchasing system for home support and/or community and community based support which will be subject to the information, specification and tender package enclosed.
The home care service has a vital role to play in ensuring those with life-long support needs and their carers, are able to live well and those who develop support needs in older age are able to age well and live independently in the community for as long as possible with the support of their carers.
Analysis of the demand for home care services in Bolton shows areas of high demand in the main centres of the borough, where the Authority has a duty to meet needs wherever they arise for the entirety of the borough. The service has seen sustained increases in demand, with an increase in the number of service users of 6 % in 2017/18 and 1 % in 2018/19.
The Authority must ensure that all home care providers delivering care to service users on behalf of the Authority have a formal written contract in place and meet key legal requirements. In December 2019, the Authority currently purchases approx 1 800 home care packages of which approx.1 580 packages are placed with the 11 providers on the home support and community based support framework agreement and a further 250 home care packages are placed with providers known as ‘Spot Providers’.
This tender process is carried out to support the existing contractual arrangements and those spot providers currently delivering the service will need to take part in this tender, as those current providers who do not bid will not be offered new work and existing packages held may be re-commissioned following an individual service user review. From this tender process, any provider that meets the Authority’s tender evaluation criteria, will be appointed to the dynamic purchasing system (DPS). These providers will be known as approved providers.

The Authority reserves the right not to award any dynamic purchasing system (DPS) as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates. Interested parties must log on The Chest by way of expression of interest. The Authority is using the eBusiness portal known as The Chest. Applicants will need to register their details at the following link: https://www.the-chest.org.uk Once registered, applicants will be emailed a username and password which will allow applicants to gain access to the ITT. Applicants will need to electronically submit the completed questionnaire and accompanying documentation via the online portal by 16.00 on 26.2.2020. The DPS period will be for 27 months with the option to extend for 12 months.
This is a contract notice. The standstill period of 10 calendar days will be observed by the Authority and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Councils obligations may take action in the High Court (England, Wales and Northern Ireland).
