The criteria for determining which Zones Tenderers will be allocated is detailed within the Invitation to Tender.
The following situations will be included within the scope of this Framework Agreement: When a Service User’s personal budget is deployed: As a managed account held by the Authority with care and support provided in line with the Service User’s eligible needs and outcomes or a managed account held by a Service Provider with care and support provided in line with the Service User’s eligible needs and outcomes. Direct payment arrangements will not be included within the scope of this Framework Agreement.
Complex Care Packages will and Young People’s Services may fall within the scope of this Framework Agreement during its lifetime.
The Authority undertook a stakeholder consultation exercise from 6.7.2016 to 10.8.2016. 64 responses were received from Service Providers or bodies representing Service Providers, and public sector partners, such as Clinical Commissioning Groups, District Councils and Lancashire Fire & Rescue Service. As a result of the consultation, The Authority has made a number of changes, including but not limited to:
— Increased Service Provider response times to Home Care Package requests from the Authority
— Improved the Specification in a number of areas for example: Young people transitioning to adulthood as an optional requirement rather than mandatory service provision will be included
— Improved and simplified Key Performance Indicators
— The Authority will not impose Home Care Packages on a Service Provider that has indicated they cannot provide the Service
— The Authority introduced a guaranteed number of hours for Service Providers in the Older People/People with Physical Disabilities Lot in the first 26 weeks
— The Authority is committed to investigate any abnormally low price bids
— The Authority may review Service Providers’ prices should they materially change due to unforeseen external factors.
— Extended the tender return deadline
Consortia arrangements will be accepted subject to conditions. Further information regarding; Business Transition, Call off Arrangements, and Simultaneous Competition is detailed in the tender documents.

Tenderer briefings concerning the Procurement Process will take place in January 2017. VI.4.3)Review procedure
This is a competitive procurement in accordance with Lancashire County Council’s Contract Standing Orders. The Council will operate a standstill period of not less than 10 calendar days between notifying bidders of its intention to award the framework agreement and the award of the framework agreement. This notification to bidders will provide information on the award decision.
