Homeless Temporary Accomodation with Support Srevices


Description of the goods or services required

Provision of accommodation with housing support services for an initial period of 36 months which may be extended by a further two x 12 month periods. The accommodation will provide temporary accommodation with support for housing applicants who have applied to the Council as homeless and to whom the Council has a duty to provide such accommodation under section 29 of the Housing (Scotland) Act 1987 as amended. This Invitation to Tender will be for some or all of the following accommodation with support spaces:

– 14 spaces in Stranraer

– 14 spaces in Dumfries

– 6 spaces in Annan

– 4 spaces in Castle Douglas

The accommodation will be a mix of self contained accommodation and en-suite accommodation suitable for homeless couples and single homeless people.

The accommodation will be provided with at least a 12 hour per day, 365/6 days a year concierge service, 24 hour CCTV surveillance and monitoring systems, and housing support services as stated within the Service Specification. Housing Support will be provided to each individual up to an average of 5 hours per week and according to need.

Suppliers should note that there is a contract currently in place for this service. Tenderers should be aware that there may be staff who have rights under the Transfer of Undertakings (Protection of Employment) 2006 Regulations.

Total quantity or scope of tender

While Dumfries & Galloway Council does not bind itself to purchase any of the following, it is expected that DGC will require the provision of temporary accommodation with housing support services from suitably qualified and experienced providers throughout the Dumfries & Galloway region. The contract will be considered in geographic lots based around the local needs.

3 Conditions for Participation


Minimum standards and qualification required

Completion of the Pre Qualification Questionnaire to the satisfaction of the Council and no failures as indicated in the PQQ scoring guide.

This tender is for a Part B Service.

Suppliers should note that in order to provide the services being tendered there is a requirement to be registered with the Care Inspectorate. If suppliers intend tendering for this contract and are not already registered with the Care Inspectorate they should ensure application is made in good time for the contract to be in place. It is the suppliers responsibility to check the lead time for registration.
