Description of the contract

Worcester City Council is in receipt of a financial sum received via Section 106 Planning obligations. This sum can only be used for the provision of, or for facilitation of the provision of affordable housing. The Council have already identified a range of ways in which this money can be effectively used to address the housing shortage for local people and work to improve the condition of existing housing. In addition to the above, the Council also requires a piece of work to be carried out to support an application for an additional licensing scheme to include smaller HMOs of two or more storeys and three or more occupiers. The aim of extending licensing is to improve both the accommodation and neighbourhoods in the City. This will ensure that all HMOs in the private sector meet the legal standards and are properly managed. The Council, therefore, requires a Consultant with experience in delivering similar work for other local authorities to : • investigate ways and models of encouraging owners of empty properties to return them to use. • carry out further research into the Council’s proposals investigating whether they make best use of the financial contribution and, give an indication of the level of spend required for each proposal. • investigate the Council’s ability to apply additional licensing across the whole City to cover all houses in multiple occupation and develop a plan to implement this approach. There is a total budget available of £10,000. The quote and proposal must include a minimum of 15 days consultancy work plus all related expenses. However, the Council will award the contract to the quote and proposal offering best value.
