Oldham council is seeking to re-procure short-term supported housing for vulnerable and socially excluded people who are homeless/have experienced a housing related crisis. In 2013 Oldham introduced a Pathway Model, for its supported housing, commissioning three Pathways (contract Lots) – Generic, Young Peoples and Women’s Services. A referral ‘Gateway’ – the Central Access Point (CAP) – was introduced, coordinating access and supporting move-on for Pathways (the CAP is out of scope for this commission). The new Service should provide service users with a period of stabilization, with the aim of enabling them to successfully move on and to establish and sustain independent living. The Service must therefore meet the short-term housing and support needs of service users whilst also maximising sustained planned moves and throughput from the Service. The existing service includes a range of supported housing schemes owned by two Registered Providers, which are available for use for this commission.
