Housing Repairs and Maintenance
The Council is seeking to procure innovative private sector provider(s) to invest in, develop and provide a range of housing repair and maintenance services through strategic partnering arrangement(s) (the “Housing Repairs and Maintenance Services”).  The Council representing its leaseholders, tenants, residents and Council’s Council-tax payers (both current and future) wishes to establish a contract or contracts to provide responsive repairs, planned and cyclical maintenance works and services.  The contract(s) is proposed to commence in 2013 for an initial 10 year term, with an option to extend, at the Council’s discretion, for a single period of a further 5 years.
The Council is commencing this procurement as part of its overall Housing Revenue Account Medium Term Financial Strategy programme, a key part of which relates to how it seeks to procure its responsive repairs, planned and cyclical maintenance works.  The Council has completed a formal market consultation following the issue of a Prior Information Notice to seek the views of the market. The presentation slides provided to attendees and a summary of questions asked are available from the London Tenders Portal.
The Council wishes to establish the most efficient method of service delivery (including consideration of options for clientside operations).  In managing the delivery of services, the Council is tendering two options for service delivery, these are –
•           Option 1 – Boroughwide sole supply contractual arrangement (Lot 1)
•           Option 2 – two separate lots based on north and south of the Borough (Lots 2 and 3)
In light of this, the Council is seeking tenders for 3 Lots, these are –
•           Lot 1 – Boroughwide sole supply contractual arrangement
•           Lot 2 – North of the Borough supply contractual arrangement
•           Lot 3 – South of the Borough supply contractual arrangement
The evaluation of all 3 Lots will then provide the Council with the basis to decide whether to award a contract for Lot 1 Boroughwide, or to award two separate contracts for Lots 2 and 3.
The principal outputs of the Housing Repairs and Maintenance Services contract(s) will be to:
•           Deliver to specified performance and quality levels,
•           Deliver social and community benefits for localism,
•           Achieve sustainable efficiencies,
•           Realise the benefits of an outcome-based model for the users of the Council’s services,
•           Provide greater value for money and accountability for residents,
•           Reduce revenue costs for delivery of the front-line services described in this Contract Notice,
•           Deliver continuous improvement and innovation.
The services to be provided under the contract(s) are planned, cyclical and responsive maintenance works and services.  A variety of other services, currently provided in-house, including but not limited to the repairs call centre, and administration of various services such as voids repairs and gas servicing are also included.  Below is a general description of the scope of works and services, it is not exhaustive:
Responsive: Any responsive repair and maintenance works to the Council’s housing and commercial stock to also include minor void works, gas repairs, controlled access systems, pest control, security board ups, fencing and pathways, replacement windows, doors and roofs.  The Council may also seek to carry out repairs to these elements on a Planned basis.
Planned & Cyclical: Works to the Council’s housing and commercial stock including renewals and repairs to kitchens, bathrooms, windows, doors and roofs plus internal and external and communal redecoration, integrated broadcast and reception systems, external repairs including concrete, brickwork and stonework repairs, and repairs and renewals to drainage, guttering and pipework. Additionally, renewal and repairs to heating installations, gas servicing (domestic & commercial), electrical upgrades, works to door entry installations. Other smaller works that are cyclical include: portable appliance testing, vent fans, fire protection and door entry systems. Also work associated with solar power generation, utility saving activities, general green technology, water pumps, asbestos and associated works, insulation works, void works, and insurance-related works.
Management and administration including call handling to/from residents; performance monitoring; key performance indicators; quality approach; management of sub-contractors. The intention of the Council is that any property management IT services necessary to monitor and provide client management reports on the maintenance of properties and estates applicable to this contract(s) and for activities as listed above are potentially in scope for this procurement and will be specified in the Invitation to Tender. This may encompass repairs and maintenance recording, statutory inspections management, asset register and project management.
Economic Operators should note that the Council has an aspiration to include other residential properties to the scope of this contract at a later date through variation, for example, private sector landlord managed accommodation both within the borough and nationwide.
