Leicester City Council wishes to appoint up to 3 specialist electrical contractors to carry-out the rewiring and/or upgrading of domestic electrical systems together with associated electrical works and making good within the City Council’s housing stock, city wide. In addition the contractors will be required to design, install, test and commission the systems as well as carrying out Electrical Installation Condition Reports (EICR) as necessary. The successful contractor will provide all necessary materials to complete these works.

II.2.1)Total quantity or scope:

The anticipated commencement date is the second half of 2012 and will operate for a period of 3 years with an option to extend for a further +1 +1 years, dependent upon the suppliers’ performance at the end of year 3 and this shall be at Leicester City Council’s sole discretion.
The contract shall be fully inclusive of all labour and materials required whatsoever, to achieve a fully compliant installation in accordance with BS7671 (latest edition), or equivalent standard, and to the satisfaction of Leicester City Council.
The appointed contractors must be a member of a “Competent Body” as defined in Part P of the United Kingdom Building Regulations, e.g. National Inspection Council for Electrical Installation Contracting (NICEIC), or Electrical Contractors Association, (ECA), or equivalent.
The contractors carrying out the principle works, namely electrical installation and electrical testing work shall not be sub-contracted to the appointed contractor. Secondary works such as building works, plastering and cleaning may be provided by a sub-contractor subject to approval by Leicester City Council.
The rewiring and/or upgrading of domestic electrical systems shall be determined by an annual programme with the addition of one off and void properties.
The current rewire & electrical upgrade programme to Leicester City Council’s housing stock, includes dwellings of various types consisting of, bungalows, houses, bedsits, flats, maisonettes, tower blocks and sheltered housing schemes.
1) Leicester City Council housing stock is approx. 22 300 properties.
2) The programme at present is approximately 1350 properties per annum, this is subject to funding.
3) Each property may have either an electrical upgrade or rewire. The suitability of electrical upgrades shall be based on the results of an EICR.
4) The contractor may be required to install a domestic fire detection and alarm system to BS5389 (latest edition) as part of the rewiring and/or upgrading of domestic electrical systems.
This programme supplements the Housing Departments Direct Services Organisation (DSO).
Social, economic and environmental regeneration is important to the Council. Council schemes propose to promote a stronger economy better able to meet the needs of the community and to develop measures to promote social inclusion. Therefore, successful applicants will be expected to assist the Council to fulfil these objectives through increasing the opportunities for employment and training.
Interested organisations shall complete a pre-qualification questionnaire (PQQ) and this document shall be used in the initial selection process, thus producing a list of selected tenderers. Those tenderers selected may be asked to give a presentation and/or carry out a trial rewire and/or upgrade, which will form part of the overall tender evaluation process. Prior to distribution of the tender documents, interested parties will be invited to attend a “familiarisation” presentation for the tender evaluation process.

Information and formalities necessary for evaluating if the requirements are met:
(a) A list of the works carried out over the past 5 years, accompanied by certificates of satisfactory execution for the most important works. These certificates shall indicate the value, date and site of the works and shall specify whether they were carried out according to the rules of the trade and properly completed. Where appropriate, the competent authority shall submit these certificates to the contracting authority direct;
(b) A list of the principal deliveries effected or the main services provided in the past 3 years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given:
— where the recipient was a contracting authority, in the form of certificates issued or countersigned by the competent authority,
— where the recipient was a private purchaser, by the purchaser’s certification or, failing this, simply by a declaration by the economic operator.
(c) An indication of the technicians or technical bodies involved, whether or not belonging directly to the economic operator’s undertaking, especially those responsible for quality control and, in the case of public works contracts, those upon whom the contractor can call in order to carry out the work;
(d) A description of the technical facilities and measures used by the supplier or service provider for ensuring quality and the undertaking’s study and research facilities;
(e) Where the products or services to be supplied are complex or, exceptionally, are required for a special purpose, a check carried out by the contracting authorities or on their behalf by a competent official body of the country in which the supplier or service provider is established, subject to that body’s agreement, on the production capacities of the supplier or the technical capacity of the service provider and, if necessary, on the means of study and research which are available to it and the quality control measures it will operate;

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
This contract is for 3 years with an option to extend for a further +1 +1 years. The value of the contract 12 000 000 GBP is for the whole contract, including the option to extend, if taken up.
