Lot No: 1 Lot title: Short Term Residential Unit for Homeless People with Associated Difficulties

1)Short description

The Service being commissioned will provide accommodation and appropriate assistance for a minimum of 10 homeless people who have various needs and will require structured assistance in a residential setting prior to moving on to a less supported environment in the community.
The Service is required to provide care to a minimum of 10 people over the age of sixteen, who may have experienced alcohol or drug misuse problems.
The Service provides a transitional step for individuals prior to being re-settled into a less supported environment in the community. The project aims to move on individuals within six months of entering the Service, although this is based on the individual’s progress.
This ITT allows Tenderers to submit for one of two Options. The service could be provided as a care home (Option 1) in any suitable premises identified by Tenderers, however alternative proposals will be considered for a Housing Support and Care at Home Service (Option 2) delivered from any suitable premises as a House in Multiple Occupation (HMO). The Councils preference is for Option 1 and as such all Tenderers who are able to provide the required Services within budget should submit for Option 1 only. If tenders are received that meet all minimum standards and specifications and are submitted compliantly, the Council will evaluate Option 1 only and award on that basis.

Lot No: 2 Lot title: Floating Housing Support Service which facilitates tenancy sustainment

1)Short description

The service will provide resettlement, housing support and advice for individuals who are homeless, at risk of losing their accommodation or have difficulties in sustaining their accommodation. It provides housing support to vulnerable people to assist them to sustain their accommodation through a combination of interventions with the primary aims of tenancy sustainment, avoidance of homelessness, the alleviation of the impacts of homelessness and other associated factors, and enhancement of quality of life.
The Service will provide an average of 300 hours per week direct support (averaged over each three month period) as an Outreach Housing Support Service to individuals in various settings; this may be at the service providers’ office base, temporary accommodation, mainstream or supported accommodation depending upon the individuals circumstances at the point of the referral.
The service will immediately be reviewed should the demand for the service vary by 10% (over or under) the level stated above.
The aim of the service is to support the individuals in receipt of the service to sustain their tenancy. The housing support may be a condition of the individual’s tenancy, under the terms of a Short Scottish Secure Tenancy (SSST).

Lot No: 3 Lot title: Supported Tenancies on a short term basis for people who have been homeless, or who are at risk of homelessness

1)Short description

The Service will provide temporary short term accommodation and housing support. The Service enables tenants to gain or enhance existing skills with a view to moving on to a less intensive supported accommodation in the community. The Service is a transitional step for individuals prior to being re-settled into a less supported environment, although some individuals may be assessed as requiring alternative residential accommodation. The Service aims to move tenants on to independent living within six months, although this will be determined by the progress of the individual, and within two years as a maximum.
The provider may from time to time be required to support tenants in properties close to the main premises on a core/cluster basis, or through transitional stages as required e.g. Support to move onto permanent tenancy.
For clarity, such additional clients would be supported within the same operating budget and no further funding would be available. It is anticipated that this would become possible when the needs of the initial client group had reduced in response to the provision of support.

None preferred, however for entering into and performing the contract, Tenderers will require to form a legal entity recognised by Scots Law. There is no preferred form of economic operator but each individual in any group is to be jointly and severally liable for the contract.
It will be for members of the consortium to sort out their respective duties and liabilities amongst each other. For administrative purposes, any associated documentation will be sent to the nominated lead organisation.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.

(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
