Approximately 220 000 women a year are tested.
The tests are usually taken in a community setting (GP clinic or sexual health clinic) and are then sent to a central processing laboratory in Llantrisant. Here, cytology slides are prepared and then distributed to each of the four screening laboratories where they undergo screening and medical reporting. The laboratories are based at:
Magden Park Llantrisant — Central processing, screening and reporting approx 65 000 samples per annum
Royal Gwent Hospital, Newport — screening and reporting approx 35 000 samples per annum
Singleton Hospital, Swansea — screening and reporting approx 65 000 samples per annum
Ysbyty Glan Clwyd, Rhyl — screening and reporting approx 50 000 samples per annum
Additional tests are taken in colposcopy services which are located across multiple hospital sites
The service is currently providing HPV testing as a test of cure following treatment of CIN and as resolution of uncertainty for women who have attended colposcopy or had a colposcopy treatment and current testing activity on this cohort is in the order of 9 000 tests per annum.
If the programme moves to HPV primary testing (as yet there is no date set for this change as it is reliant on a national screening committee decision, and also requires a Welsh Government policy change) then the workload will switch to approximately 220 000 primary HPV tests with approximately 20 to 40 000 cytology tests being required. It is expected that bidders will provide a solution to the transition from LBC to HPV.
It is likely that central processing and testing for HPV and local cytology screening and reporting will remain in place.
The current contract expires in July 2015.
The new Contract will be awarded for a period of 3 years, with an Option to Extend 1 Plus 1 Years (Potential 5 years).
The contract will comprise 2 lots and tenders will be invited for all or part of the total contract:
1. Liquid Based Cytology (the sample collocation method) including associated processing equipment
2. HPV testing platform and associated consumables
The contract will be let as a full managed service contract to enable the construction of a fully tailored service to the needs of the Welsh Screening Programme and that enables flexibility in terms of the pace at which the UK moves towards introducing HPV testing as the primary assay
The programme is being run under the Competitive Dialogue Award procedure as set out in regulation 18 of the Public Contracts Regulations 2006 (as amended).
