The Council wishes to award a contract for a fully managed HR and payroll service. The service could be provided by a company, another local authority, a partnership or not for profit organisation. The contract will run from 1.10.2014 to 30.9.2019. The Council will have the option to extend the contract for a further 2 (two) years.
Key provisions required of this contract are:
– A strategic HR service;
– An operational HR service which includes providing advice to employees and management;
– An administrative HR service;
– A full payroll service;
– A fully integrated HR and payroll system(s) with extensive self service capabilities;
– Access for certain key council staff to the HR and payroll system;
– Access for all staff to self service.
