II.1.4)Short description:
The Northern Ireland Housing Executive (NIHE) requires an IT system to support its HR and Payroll functions, the NIHE has over 3 000 employees. To support the objective of improving services to the organisation, the HR function is seeking to identify options to efficiently streamline its HR/Payroll IT systems landscape. At this time, we are considering the following options for the systems landscape:
1) One system — providing all of the functionality listed below; or
2) A core system providing the core requirements integrated with separate systems for the additional requirements.

II.2.4)Description of the procurement:
NIHE seeks to engage with suppliers who can offer an IT system to provide all of the following core requirements:
— organisation structure and position management,
— recruitment,
— employee on-boarding,
— employee record maintenance,
— employee lifecycle management,
— payroll processing,
— NILGOSC pension reporting and contribution management,
— workforce planning,
— equality monitoring (based on reporting required by Equality Commission for Northern Ireland),
— employee and manager self service,
— integrated document management.
NIHE also have the following additional requirements which could be provided by either the core system or via integration with separate IT systems. These include:
— attendance and absence (including flexi time management, overtime claims, timesheets for agency staff),
— learning, development and performance management (including e-learning delivery platform),
— travel and subsistence (mobile enabled/GPS tracking/calculation of journey distance).
The NIHE is interested in engaging with suppliers of systems providing the above functionality with the options of:
— one system providing ALL of the functionality,
— one system providing the Core functionality,
— separate systems providing the additional functionality.
All systems must have the facility to support integration with other products.
