Description of the contract
1.1 The organisation has a need to replace the current HR Payroll system which has been in place for a number of years. This is in the context of cuts from central government funding, and it is necessary for the project to meet value for money criteria and allow us to make real savings, both financially and in staff time for delivering transactional processes. 1.2 The system will need to be able to be in place for several years in order to make a return on investment and have sufficient flexibility to meet future needs in the event of changes to organisational ambition, scope and funding situations. 1.3 NML has, in addition to its workforce a number of volunteers that can number in the hundreds. We would like to be able to manage their records within the system as for normal staff with the exception of them not being paid, however, in the event of a “per head” pricing structure we would not be prepared to pay an equivalent amount for volunteers as for normal staff. 1.4 Consideration is being given to the cost effectiveness of using outsourced services such as HR or a payroll bureau in the future. Any supplier that has the ability to make provisions to this effect should provide pricing for these options in addition to pricing for meeting the below specification. 1.5 Any supplier whose system provided significant functionality not requested below should provide an outline of these features as well as providing indicative pricing for such.
