HS2 Consultancy for HS2 East Midlands Connectivity Plan

The East Midlands HS2 Programme Board has agreed to develop an Initial Connectivity Plan for a Hub Station at Toton to highlight priorities for linking the station with surrounding areas and cities with the objective of maximising economic growth potential for the East Midlands.

The Plan is to be completed by October 2015, and for the most part will use existing analysis and information. As a result, there will be a limit to how much detail can be included at this stage. Instead the intention is to use the document to establish a shared agenda with HS2 Ltd and Government that can be used to co-design a proposition for Toton which can then be taken forward through a future Hybrid Bill process.

Most of the content of the document will be generated by relevant council officers. Although each will be working to an agreed brief within a defined area of expertise, there will been a need for the consultant to review contributions from the basis of technical robustness and coherence, and make suggestions for changes as necessary.

For the document to be successful it must have visual impact and include high quality diagrams and illustrations that can communicate key requirements simply. One important aspect of this will be to generate some high quality artists impressions showing what a fully functional Hub station at Toton could look like.
