II.1.5)Short description of the contract or purchase(s):

In January 2012 the Government announced its decision to develop a new national high speed rail network. High Speed Two (HS2) will be built in two phases. Phase One from London to the West Midlands and Phase Two, the onward legs to Manchester and Leeds via East Midlands and South Yorkshire, with connections to the existing West Coast and East Coast Main Lines; and in addition a possible spur to Heathrow in the south connecting with Phase One.
For Phase One HS2 Ltd aims to deposit a hybrid Bill in Parliament by the end of 2013 which will provide the powers to construct and operate the London to West Midlands line. Further work is continuing on proposals for the Phase Two route to Leeds and Manchester and a link to Heathrow, and recommendations will be delivered on the routes for Phase Two to the Government in 2012.
A future programme of consultations and engagement activities will be required to ensure that all interested parties have the opportunity to be involved at key points in the development of the scheme. HS2 Ltd requires an appropriate supplier(s) to provide support in designing and delivering consultation questions, to accurately capture and log responses in different formats and potentially from a number of different channels, and to analyse and report on consultation responses.
HS2 Ltd is seeking to identify suppliers who are able to support a range of different consultations. Previous consultations undertaken by HS2 Ltd have received a high volume of responses with a significant number containing detailed qualitative information. The appointed supplier(s) will be required to work with HS2 Ltd to advise on the drafting and structure of the consultation questions and support them in developing a channel strategy and methodology for reaching different key audiences. They will also be required to efficiently and securely manage responses captured through the defined communication channels and methods (online, e-mails, letters, campaigns, petitions etc), with a robust approach to the independent and objective analysis of predominantly qualitative, highly technical responses.

The expected activities are described in more detail in the pre-qualification pack. The precise forward programme of consultations is not known at this stage and will depend on Government decisions relating to the development of the high speed rail network.
The volume of responses to consultations covered by this framework will vary depending on the nature of the consultations. Responses to HS2 consultations are usually submitted in hardcopy by post to a freepost address, by e-mail to a dedicated e-mail address and also online via a dedicated online response mechanism. Responses range from petitions to highly technical, complex responses. It is envisaged that the number of responses received in response to a single consultation could be up to 100 000, although it is likely that most consultations would not see this level of response.
