Description of the contract

Stoke-on-Trent City Council requires the information sought in this tender document from organisations who wish to tender for a consultant to provide Station Design and Urban Master Planning for the proposed High Speed 2 ‘Stoke Route’. The objective of this package of work is to provide SOTCC and its wider team of advisers with a comprehensive package of information, design and masterplanning on: a) the preferred location for the HS2 station based on a limited number of sites through a options appraisal process; b) station design matters, to support the further development and promotion of the Stoke Route to the relevant decision-making bodies, notably HS2 Ltd and DfT; and c) Masterplanning of the urban environment using the HS2 proposal as a catalyst that articulates a credible vision and narrative for Stoke-on- Trent’s high growth and transformation; a spatial plan and capacity study demonstrates and supports the key economic arguments relating to increases in employment, uplift in land value / opportunities for future development and GVA catalysed by HS2 and supporting the city council’s Mandate for Change and existing Regeneration Strategy; e) a strategic overview of the case from a regeneration and urban engineering perspective, demonstrating how ‘added value’ can both be identified, measured, developed and presented as part of creating a compelling overall case.
