HS2 Ltd was established by the Government in January 2009 to look at the feasibility of, and business case for, a new high speed rail line between London and the West Midlands; and to consider the case for high speed rail services linking London, northern England and Scotland. The Secretary of State for Transport published on 20.12.2010, the Government’s proposed line of route between London and the West Midlands for consultation. A public consultation on the proposals was undertaken between February and July 2011.
On 10.1.2012, the Government announced its decision to proceed with the development of HS2. The next stage of the project is to introduce a hybrid Bill into Parliament by October 2013 and seek to obtain Royal Assent by 2015. This framework agreement is for audit services for the HS2 Ltd transport models and for the provision of commercial analysis; both of which will be required to increase the robustness of modelling and analysis for these Parliamentary procedures.
The framework agreement is split into the following Lots:
— Lot 1 – HS2 Transport Model Audit,
— Lot 2 – HS2 Commercial Analysis.

1)Short description:

This lot is intended to provide HS2 Ltd and HS2 stakeholders with evidence and assurance on the accuracy and robustness of HS2 Ltd’s transport modelling framework up to completion of the hybrid Bill stage for phase 1 London – West Midlands. At a later stage there may be a requirement to continue the audit role with respect to the Manchester and Leeds extensions.
The scale of the work is large but, because of the benefits of continuity, we plan to appoint a single framework consultant to undertake the majority of the work. Framework consultants will need to be capable of delivering a model audit and due diligence process, including:
— verification of model theory and description,
— checking of data contained within the model back to the original sources and theory,
— low level cell by cell/line by line/block by block audit of spreadsheets and computer code (some of which is written in C + +),
— High-level review of consistency of the model with theory and documentation, interaction between sub models,
— sensitivity testing,
— confirmation that results can be relied upon for policy decisions, both that results will be updated on a regular basis, probably every six months; and,
— full documentation of HS2 Ltd models.
Framework consultants will work collaboratively with model development and implementation transport consultants to audit the model and deliver improvements in quality assurance. The framework consultants would be expected, on occasions, to liaise directly with stakeholders. During the parliamentary procedures they may be required to provide expert witnesses to give technical justifications for the HS2 Ltd model used to inform the hybrid Bill.

1)Short description:

Lot 2 will require the framework consultants to provide analysis to support the financial and commercial case for HS2, including:
— detailed market research and competitive analysis,
— modelling of different fare levels and strategies, including yield management,
— analysis to help understand the implications of different fare, regulatory and commercial structures on the competitive and operational responses of high speed rail and other transport service providers,
— analysis of revenue and cost flows for the purposes of developing a financial model of HS2 by the main organisations effected; and,
— provision of advice on procurement routes and commercial and regulatory structures.
The analysis should assist in developing HS2 Ltd’s capability to model the financial implications of HS2, including the potential effects of different commercial operating strategies, competition and regulatory structures.
Lot 2 projects need to take account of, be consistent and integrate with the main HS2 Ltd PLANET transport models. This will require a degree of collaborative working with HS2 Ltd’s PLANET model consultants.
