Kingston upon Hull City Council (the Authority) invites qualified and interested suppliers to tender for the Local Healthwatch and Statutory Adult’s and Children’s Advocacy Services. The Authority is conducting the procurement using the open procedure (Reserved Contract — Regulation 77) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) under the light touch regime, for the purpose of procuring the services described in the specification (services). Suppliers wishing to tender for this service must meet all the criteria set within Regulation 77 of the Public Contracts Regulation 2015. Any supplier not meeting the requirements of this regulation will be eliminated from further process.
The tender will be publish on 20.6.2019 via YORtender (Proactis). Tender documents will only be available from this date via YORtender. www.yortender.co.uk

II.2.4)Description of the procurement:
Kingston upon Hull City Council (the Authority) invites qualified and interested suppliers to tender for the local healthwatch and statutory adult’s and children’s advocacy services.
The Authority is conducting the procurement using the open procedure (reserved Contract — Regulation 77) in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) under the light touch regime, for the purpose of procuring the services described in the specification (services).
Suppliers wishing to tender for this service must meet all the criteria set within Regulation 77 of the Public Contracts Regulation 2015. Any supplier not meeting the requirements of this regulation will be eliminated from further process.
The Authority proposes to enter into 1 contract for a period of 3 years with the successful tenderer (service provider), this contract will not be subject to any extension option (as per Regulation 77 of the Public Contracts Regulation 2015).
The Authority has decided not to divide the contract into lots as the Authority wishes to commission a lead provider model to increase direct control over the provision of the service.
The anticipated value of the services over the contract duration (3 years) is approximately 993 378,00 GBP.
The target service commencement date is 1.10.2019.
