Description of the goods or services requiredTo digitise the plots from an archive of automated river level charts to create a digital dataset. This should be in ASCII text format that can be transferred to SEPA for addition to its existing digital archive. Each chart shoudl also be scanned into a PDF file. The archives must be transported securely from and to SEPA’s office in East Kilbride. Relevant information on the charts includes: – They are from five types of chart recorder; each chart type has different dimensions and scales – There is around 120 years worth of weekly charts, some 6200 charts exist – A proportion of the older charts are scaled in feet. There are a number of complexitites to the chart plots that requires some hydrometric experience and familiarity with chart recorders for successful interpretation. The digitised data must be an accurate representation of the original paper chart to SEPA’s specifified accuracy levels. A quality assurance procedure must be created and deployed throughout. The chart archive is valuable and unique. Precautions must be taken to ensure their safe transport and storage. Suitable secruity and data protection measures must be in place. All work and must completed and invoices submitted for payment by 15 march 2013.
