Provision of a System Access & Identity Management Software System.
The University wishes to implements a new approach to user account addition, maintenance and deletion to incorporate the identity management of University corporate systems.
Whilst user provisioning is NTUs priority we dont want to lose sight of the other opportunities within the Identity & Access Management portfolio which will ultimately form the road map for this product in the long term at the University.
Scope.
The development and modelling of a simple, streamline process to manage the identity and access management of a user at Nottingham Trent University.
Plan the delivery of an Identity Management solution.
Undertake a controlled delivery of the Identity Management solution.
Ensure the University is effectively communicated and engaged with on this delivery.
Ensure all types of End Users are suitable trained on any new products.
Reference to the Information Systems Security Manual ISSM to ensure it reflects process amendments initiated via the project.
Review the challenges of how a standard user account naming convention could be implemented across the Universitys IT systems.
Project deliver will be managed over a phased based basis.
Phase one of the project will focus on Identification of a solution.
Installation of the solution.
Proof of concept against the student journey at NTU i.e. bring a record from the students source data system and provision against a to be agreed corporate system(s).
Further phases will be agreed and delivered under a further defined and scoped piece of work.
The procurement process shall include but not be limited to software licence[s], implementation, maintenance, support, training, consultancy and development as required.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in point I.1.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
