Description of the goods or services required

Suppliers must register interest in this contract opportunity through the Public Contracts Scotland (PCS) procurement portal – www.publiccontractsscotland.gov.uk. The pre-qualification questionnaire (PQQ) documentation is availabe for download from there. Suppliers should submit their completed pre-qualification questionnaires through the secure postbox on Public Contracts Scotland no later than the stated deadline. The post box facility will not accept any submissions after the deadline and it is the responsibility of suppliers to ensure submissions are received before the deadline.

Scottish Enterprise now requires a supplier qualified and able to deliver an innovative and flexible immigration advice and support service. This service will principally be directed at the Scottish Enterprise TalentScotland project, employers in Scotland, inward investors and entrepreneurs. However it will also include advice and support to individuals hoping to take up an existing job offer from a Scottish company, or to remain in Scotland when their current visa expires. It is expected that the service will revolve around guidance and general hand-holding. It is not expected to include elements such as managing the immigration & visa process for employers or individuals, the completion of forms, or representing employers or individuals on immigration matters.

It is difficult to predict the volume or timing of referrals to the supplier. The supplier must have the capacity and flexibility to deal with referrals on an ad-hoc basis. Given the unpredictable nature of this requirement, it is proposed that this contract is set up as a single supplier framework.

The contract commencement date will be 1 April 2013 or soon thereafter for a year with an option to extend for a further year depending on budget and uptake of the service.
