Cardiff Council invites suitably qualified and experienced organisations to tender for the provision of an Independent Professional Advocacy Service and an Independent Visiting Service for a period of two years with the option to extend for two years.
The requirement is an issue based independent advocacy service for children and young people aged 0 to 24 years old who are engaged with social services and have a statutory entitlement to an advocate. Statutory duty includes the following groups of children and young people: looked after children 0 to 18, young people under 18 detained in a secure unit, 0 to 18 placed for adoption, young people leaving care 16 and 21 and Children in Need.
The overall aims of an Independent Visiting Service for looked after children who have little or no contact with their birth families are to provide Independent Visitors (who are volunteers), who will visit, advise and offer friendship on a 1:1 basis to children and young people and to facilitate a consistent relationship over a longer term period.It will meet the requirement of eligible looked after children and young people for Independent visitors as set out in the Children Act 1989, Children Leaving Care Act 2000, the Adoption and Children Act 2002 and Children and Young People Act 2008.
