Description

Leicester City Council are looking to engage with an Independent Banking Specialist, who will advise and carry out a compliant procurement process to replace the current banking services contract, which expires in April 2013.
The Specialist shall provide a comprehensive service for the Council that will include but not limited to the following information:

• Review of alternative products and services available.

• Unique specification of requirements.

• Identification of institutions to provide formal tenders.

• Preparation of tender documents

• Evaluation of tender responses with a written analysis

• Drafting of appropriate OJEU notices (if required)

• Detailed review of existing banking/card servicing arrangements/security carrier arrangements.

• Detailed reports

In summary, the Council currently has 27 main accounts; 80 Imprest Accounts; 14 separate Trust Funds (Comforts Funds); 100 school accounts; and residents’ Investment Accounts. The Council collects income via direct debits, cash and cheques, internet, telephone, PayPoint, and directly at a number of council establishments.

There will be a requirement for CHAPs and BACs payments together with automated payments, together with a small number of Business Visa Cards, which are available for staff use.

Interested organisations shall complete a Selection Questionnaire (SQ) incorporating a Request for Quotation (RFQ) and this document shall be used in the evaluation process thus producing a list of selected Bidders. Those bidders selected may be asked to give a presentation on the ability to deliver the service. The presentations will take place in September / October 2012. The bidder with the highest score will be selected to carry out the project.

Any company wishing to “express an interest” must complete the Selection Questionnaire/Request for Quotation (RFQ) (link to the document is below under Additional Documentation) by stating the cost for engaging their services:
