Description of the contract

The contract provides for an Independent Complaints Adjudication Service for complainants who have exhausted Ofsted’s internal complaints process, and remain dissatisfied. The Department for Education is inviting tenders from experienced adjudication providers to undertake this work under a three year contract, commencing 1 January 2013 with a possible extension for a period or periods of up to three years. They will be appointed by the Secretary of State for Education. The successful Adjudication Service provider will review Ofsted’s handling of individual complaints where the complainant remains dissatisfied after Ofsted’s internal complaints process has been exhausted. The role of the adjudicator is to review and adjudicate on Ofsted’s handling of complaints concerning the work of Ofsted and offer written impartial findings and recommendations to complainants and the Chief Inspector. Providers will have experience and expertise in complaint handling either as an adjudicator or in a similar capacity; they will possess the ability to analyse and form judgements about complex information and the ability to interpret English Law and its application. An open, independent approach with commitment to high standards in public life will be essential.
