For clarification purposes the following is the definition of Advocacy:
‘Advocacy is taking action to help people say what they want, secure their rights, represent their interests and obtain services they need. Advocates and advocacy schemes work in partnership with the people they support and take their side. Advocacy promotes social inclusion, equality and social injustice’ Advocacy charter 2000
Rotherham MBC as Lead Commissioner and Doncaster MBC wishes to ensure that Independent mental health advocacy services IMHA is being commissioned for Adults Service Users/ Patients are made available for all qualifying patients.
The Service will be delivered in partnership with Rotherham, Doncaster and South Humber Mental Health NHS Foundation Trust (RDaSH) and with the Rotherham Joint Learning Disability Service, where the vast majority of Service Users/Patients will be supported.
Rotherham MBC (only) wishes to commission a Generic Advocacy Service for those people registered with a GP in the Borough of Rotherham.
For clarification purposes the advocacy service provider’s contractual relationship will be with Rotherham MBC as Lead Commissioner. They will be responsible for monitoring, the service. However, Doncaster MBC commissioners will be involved when reviews take place at quarterly or 6-monthly contract monitoring meetings and when negotiating the operation of the service as required.
For clarification purposes the Advocacy Service Provider’s contractual relationship will be with Rotherham MBC as Lead Commissioner, Doncaster MBC will hold a Memorandum of Agreement with Rotherham MBC for the provision of Independent Mental Health Advocacy through this Contract. Rotherham MBC will be responsible for monitoring, the service. However, Doncaster MBC commissioners will be involved when reviews take place at quarterly or 6-monthly contract monitoring meetings and when negotiating the operation of the service as required. Tenderers should be aware that although the contracting authority for the purposes of this procurement is Rotherham Borough Council and Doncaster MBC, one or more of the other 22 Local Authorities within the Yorkshire and Humber Region may choose to access the concluded contract subject to the capacity of the tenderer, without creating any obligation on behalf of any of them to do so. Where any of the 22 Local Authorities within the Yorkshire and Humber Region elects to do so a legally binding contract shall be created between the Contractor and that Local Authority on the terms and conditions contained herein.
