A detailed best value service review in 2015 concluded that a model of service delivery which utilises a number of externally commissioned providers offers a good quality, flexible service. As such, it is the local authority’s intention to continue to procure external providers to deliver the statutory independent reviews to looked after children.
To improve accountability and quality, the service specification has been revised and it is the aim of the local authority to commission LAC reviews from independent providers who meet a number of quality standards. This is the way the department will fulfil our statutory duty to independently scrutinise services to looked after children.
