Description of the contract

Southampton has approximately 500 children and young people who are looked after by the Council of whom approximately 300 are over 5 years of age and potentially eligible for Independent Visitor and Advocacy Services. To better support this important group of children and young people the Council is seeking a single Service Provider which is able to deliver both these service elements. It is recognised that whilst both services are distinct there are elements within them where there is significant overlap. The Service Provider will need to ensure it links positively with the Council’s Children’s Safeguarding Division so that mechanisms can be put in place to identify those children and young people who would benefit most from receiving the support these services offer. Both services will also need to positively promote and support access for children and young people, to the Southampton Children in Care Council, an independent forum designed to enable children and young people who are looked after, to have a voice and express their views.
