Transport for London (TfL) is responsible for the planning, delivery and day-to-day operations of London’s public transport system. TfL has c. 25 000 employees and an annual expenditure of approximately 10.3bn GBP. TfL wishes to engage with interested suppliers and undertake a soft market testing exercise (“Soft Market Test”) relating to certain activities within its information management (IM) function. Specifically, TfL wishes to investigate what opportunities there may be to improve IM service delivery and/or reduce costs through alternative sourcing arrangements. TfL will use the output from the soft market test to inform its internal business case and determine how to proceed with sourcing in the most effective way.
The scope of the soft market test includes the following IM services, which have a combined current value of approximately 150 000 000 GBP per annum:
1. Provision of specialist expertise;
2. SIAM (service integration & management);
3. Network services;
4. Data centre and hosting services;
5. End user computing services;
6. Application development and maintenance services.
These are set out as lots in Annex B.
TfL is particularly interested in engaging with suppliers in the IT marketplace who have experience in delivering “service tower” models of IT provision to clients on a comparative scale to TfL.
Interested Suppliers should e-mail IMMarketTestingMail@tfl.gov.uk to request an invitation to participate in the soft market test.
Once participation is confirmed, interested suppliers will be provided with an invitation document, which will describe the soft market test in more detail and set-out the terms under which it will be undertaken. Suppliers who accept the terms will be provided with an additional information pack including a questionnaire and data pack as well as an invitation to attend a supplier event on 27.11.2012 in Central London with senior TfL representatives.
