The Department for Education (DfE) is exploring commercial options to appoint national delivery partner(s) to deliver a number of services within a framework for the following services:
1) Insolvency Services including Insolvency Practitioner (IP)’s (IBR’s, Administration and advice);
2) Audit and Assurance including but not limited to annual programme of audit and funding assurance reviews, ad-hoc audit and assurance services;
3) Forensic account and investigation support;
4) Legal services specific to these areas (please note this service may not be included within the final competition).

Contract summary:
The purpose of this pre-market engagement event is to set out the proposed services, sourcing model, procurement process and high-level commercial principles alongside feedback on the proposed terms and conditions for the Provider Market Oversight (PMO) Framework procurement.
We would like to invite potential suppliers who are interested in delivering these services to register for their interest in this market engagement.
Background:
This procurement exercise is to put in place a framework for the provision of services to the Department of Education for services related to insolvency, restructuring, audit and assurance, forensic accounting and investigation and legal services related to these areas (please note the legal services lot may not be included within the final competition). The services will be required nationally and some of the requirements are related to the Technical and Further Education Act 2017,?the Education Administration Rules 2018?and?The Further Education Bodies (Insolvency) Regulations 2019?alongside other Insolvency Regimes.
Proposed procurement route:
Open OJEU Competition via the Jaggaer E Procurement system used by the department.
The advert for the opportunity is estimated to be published on 29 October 2020.
We estimate that the advert for the opportunity will be published on 29 October 2020, with an indicative contract award date in Feb/March 2021, subject to internal approval. Service Delivery will be from April 2021.
