3 Conditions for Participation

3.1

Minimum standards and qualification required

Tender documents and submissions shall only be accepted via the PCS Tender portal. All questions relating to this tender must be submitted via the PCS Tender portal.

The tender shall be evaluated using the following weightings: – Price 70% – Quality 30%, the evaluation criteria and sub criteria can be found in the tender documents. Price shall be evaluated on a pro-rata basis with the lowest total price being awarded top marks and the remaining tenderers being awarded point’s pro-rata. Quality submissions shall be evaluated by the evaluation panel with both scores combined and the contract awarded to the most economically advantageous tenderer based on the above weightings.

West Lothian Council is committed to maximising Community Benefits from its procurement activities. Under this procurement, the contractor, and its supply chain, will be required to support the authority’s social objectives relating to participation in skills development, training and employment initiatives and other added value contributions. Accordingly, contract performance conditions may relate in particular to social, economic and environmental considerations. Community Benefits shall form part of the award, as detailed in the tender.
