In 2004 South Cambridgeshire District Council implemented the local authority-based content management system provided by Tagish. Through this CMS the Council publishes its main website (www.scambs.gov.uk) and its intranet.
Although there has been some development since being launched, there hasn’t been enough for the Council to provide the range of services it needs to provide now and in the future.
In order to improve the efficiency and effectiveness of the Council’s web presence, the Council is seeking to replace the current CMS with the open source Drupal CMS. The Council has carried out a range of product research and concluded that the Drupal product is best able to match its needs with the minimum level of risk. Whilst this specific software product is stipulated, the Council is seeking competitive bids for the implementation and support services for the new website/ intranet.
The successful tenderer will be required to implement, customise and develop a Drupal CMS for use for the Council’s public and internal websites, to include the hosting of the public sites (with an option price for the hosting of the intranet site), support of the intranet site and ongoing support of the system now and in the future. The contract duration will include the period up until acceptance by the Council of the work under Phase 1a plus 4 further years for hosting, maintenance and support . The hosting, maintenance and support period (Phase 2) will commence once the work under Phase 1a (implementation, customisation and development work of the main Council website) has been completed and handed over to the Council. Until that point any support will be deemed to be an integral part of the implementation, customisation and development programme and contained within the fixed price under Phase 1a.
In order to provide tenderers with a very general indication of the anticipated value of the contract, the Council is anticipating bids in the broad range of:-
£20,000 – £30,000 for core implementation, customisation and development; and
£3,000 – £5,000 per annum for hosting, maintenance and support.
