Richmondshire District Council owns and manages a housing stock of 1,600 properties, most of which are of traditional construction. The Council intends to appoint a single contractor and is now seeking expressions of interest from suitably experienced contractor partners to be invited to tender for the works shown below.
The planned replacement works will be allocated annually and will consist of some or all of the following types of works:
(a) External Doors and Windows;
(b) Kitchens and Bathrooms;
(c) Roofing, Soffits, Fascia’s and Gutters;
(d) Central Heating, including Boiler Replacements;
(f) Asbestos Removal; and
(g) Installation of Residential Sprinklers and Residential Solar Panels.
The anticipated annual value of these works could be in the region of GBP 1.2 million and it is expected work will commence in year one no later than 1 June 2015. It is currently envisaged that the form of delivery contract will be a TPC2005. It is intended that call-offs shall be made throughout the life of the contract including the final year and may last beyond the life of the contract.
It is anticipated that TUPE may apply.
The term of the contract is 60 months with the option to extend for a further 24 months, which will be at the Council’s discretion. The Council will have no rights to use alternative suppliers during the term of the contract.

As set out in the pre-qualification questionnaire any supplier may be disqualified who:

III.2.2)Economic and financial ability
As set out in more detail in the questionnaire:
(a) All candidates will be required to provide evidence of relevant professional indemnity insurance;
(b) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of the notice. These are set out in the pre-qualification questionnaire.
Applicants will be required to complete a pre-qualification questionnaire consistent with Directive 2004/18/EC. The questionnaire is available from the address given at section 1 and must be returned to that address by the date stipulated in the pre-qualification questionnaire once published.
As set out in more detail in the questionnaire the candidate must provide:
(a) A list of the works carried out over the past 3 years, accompanied by certificates of satisfactory execution for the most important works. These certificates should indicate the value, date and site of works and shall specify whether they were carried out according to the rules of the trade and properly completed.
