The list will be split into 3 lots:

Lot 2 — Physical Measures
a) Installation of Loft Insulation
b) Installation of Cavity Wall Insulation
c) Installation of Solid Wall Insulation
d) Boiler Replacement
e) Repairs to boilers and heating systems
f) Provision of temporary heaters
Lot 3 — Combination of Lot 1 and Lot 2.
Organisations may apply for 1 or more lots.
Work on the framework will be awarded by way of a further competition most likely on an annual basis.

Lot 1 — Information, Advice and Guidance — this will be a multi-supplier framework with a further competition undertaken possibly annually, to appoint a sole provider for the following 1 year.
Lot 2 — Physical Measures — this will be a multi-supplier framework with a further competition undertaken possibly annually, to rank suppliers on each sub-category for the following 1 year.
Lot 3 — this is a combination of lots 1 and 2, whereby there would be multiple suppliers on the framework lot. Should a further competition be undertaken for this lot it would be to appoint a sole supplier for the following 1 year and would have to offer a more economically advantageous position to the Council than 2 separate awards under lot 1 and lot 2.
