Title: Integrated Design Team Framework
The Contracting Authority, hereinafter referred to as the Client is seeking to engage 8 Economic Operators within a Framework Contract to provide Integrated Design Teams (IDT). These IDT will provide the required design services for various schemes in the future.
Of the successful Economic Operators, the 5 highest scoring will be placed on the Active list and the remaining 3 successful Economic Operator on a Standby list.
The detailed operation of Active and Standby list will be prescribed in the tender documents.
The Services are for the provision of the following services.
— Architect
— Civil Engineer / Structural Engineer
— Mechanical Engineer / Electrical Engineer
The services for any project may be for all the above services or a selection of the above depending on the complexity of the project.
NEC3 Contract Management – referred to in the NEC3 contracts as the Project Manager and Supervisor will be typically be required for most scheme. It will be a requirement for all CTM / EO to thus be able to manage and act as the NEC3 Project Manager or Supervisor as and when required.
The Contracting Authority may opt to separate this Project Management / Supervisor service from the required IDT and award it separately where appropriate.
Where required the Contracting authority may separate services or tender services separately where this is more economically viable to the Contracting Authority.
The CTM may be required thus not only to manage teams within their IDT but also third party Consultant team members where required by the employer.
The Framework Contract is to be for a 4 year period with break clauses commencing Quarter 3 Year 2014.
Framework Operation
Economic Operators will be required to tender for work packages via mini-competitions as per the Framework Conditions. In some circumstances work will be called off via a random round robin system subject to conditions set out in the Framework Contract.
Each Work Packages may require a single discipline or multiple disciplines involving one or more of the ICT members.
The EO will be the contracting authority in all circumstances however some form of autonomy will be required for the CTM’s in circumstances were the service provided by the EO is not required for the work being undertaken.
All CTM’s will be required to provide insurances as set out in the relevant insurance section.

Estimated Value
The estimated fee value, excluding VAT, of the Services is maximum 2 000 000 GBP over the 4 years.
No minimum or maximum limit is to be placed on the value of the schemes nor is a guarantee that the Framework will be used for all schemes by the Client. Typical larger schemes or of a more complex nature whereby specialist skills are required may be procured separately
Form of Contract
It is anticipated a NEC3 Framework and associated PSC shall be used to provide the Services. Full details of the contract conditions shall be set out in the invitation to tender documents.

Precise information on deadline(s) for lodging appeals: The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
