Tenders are invited for an Integrated Sexual Health Service which will provide 3 service areas; a Specialist Sexual Health Service (SSHS), a Community Outreach Sexual Health Service for Most at Risk Populations (Community Outreach) and a Support Service for People Living with HIV and Their Carers (HIV Service). The Integrated Integrated Sexual Health Service will be procured as 1 contract. The Council is looking for a single provider to lead the delivery of this Integrated Sexual Health Service across North Yorkshire. In order to ensure provision of the full service, potential providers may wish to come together as a consortium to make a bid or a single provider may choose to subcontract with small to medium sized local organisations with experience of providing these services.

II.2)Quantity or scope of the contract

II.2.1)Total quantity or scope:

The total scope of the contract over the course of the agreement term is expected to be in the region of 1 386 411 GBP. The contract is planned to commence from 1.3.2015 with the first 4 months as the implementation period. The service is planned to commence on 1.7.2015 and run initially to 31.3.2018. The Council will have the option to extend the contract for a period of up to a maximum of 2 years. The Council is not offering lots, however; an annual budget is available for each service area covered by the contract which must not be exceeded:
Area 1 — SSHS 2 730 000 GBP.
Area 2 — HIV Service 70 000 GBP.
Area 3 — CO Service 200 000 GBP.
Tenderers should note that as Year 1 is a partial year, the budget for Year 1 only is as follows:
Area 1 — SSHS 2 047 500 GBP.
Area 2 — HIV Service 52 500 GBP.
Area 3 — CO Service 150 000 GBP.
Tenderers should also note that a 2 % efficiency saving (budget reduction) will be applied to Area 1 of the budget each year.
The Council will also retain 2 % per annum of the Contract Price (as stated in the Pricing Schedule) for the SSHS area of the Service. This shall be retained as an incentive payment which will be paid to the Provider if they achieve the following KPI as evidenced by end of year GUMCAD data:
‘Reduce attendances by NY residents at Stockton, Darlington and Middlesbrough specialist sexual health services by 50 % overall (from 2012/13 levels based on GUMCAD data) to not exceed 325 new attendances and 94 follow-up attendances overall.’
There is up to 150 000 GBP available in Year 1 as a 1 off payment for set up costs. Payment for set up costs will be made during the implementation period.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: North Yorkshire County Council shall in accordance with the Public Contracts (amendment) Regulations 2009, incorporate a minimum 10 day standstill period commencing at the point that information on the intention to award the contract is sent to tenderers. The Council shall, as soon as possible after the decision has been made, inform the tenderers and candidates of its decision and shall do so by notice in writing by the most rapid means of communication practicable. The information will include:
a) the criteria for the award of the contract;
b) the reasons for the decision;
c) the name of the economic operator to be awarded;
d) a precise statement when the standstill period is expected to end.
