1. Register your company on the eSourcing portal (this is only required once).
— Browse to the eSourcing Portal: https://www.nhssourcing.co.uk/OxfordHealthNHSFT and click the link to register.
— Accept the terms and conditions and click ‘continue’.
— Enter your correct business and user details.
— Note the username you chose and click ‘Save’ when complete.
— You will shortly receive an email with your unique password (please keep this secure).
2. Express an Interest in the tender:
— Login to the portal with the username/password.
— Click the ‘PQQs / ITTs Open To All Suppliers’ link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier).
— Click on the relevant PQQ/ ITT to access the content.
— Click the ‘Express Interest’ button at the top of the page.
— This will move the PQQ /ITT into your ‘My PQQs/ My ITTs’ page. (This is a secure area reserved for your projects only.)
— You can now access any attachments by clicking ‘Buyer Attachments’ in the ‘PQQ/ ITT Details’ box 3. Responding to the tender:
— Click ‘My Response’ under ‘PQQ/ ITT Details’, you can choose to ‘Create Response’ or to ‘Decline to Respond’ (please give a reason if declining).
— You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification.
— Note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ ITT.
— There may be a mixture of online and offline actions for you to perform (there is detailed online help available) You must then submit your reply using the ‘Submit Response’ button at the top of the page. If you require any further assistance please consult the online help, or contact the eTendering help desk.
Minimum level(s) of standards possibly required: A Minimum Standards Questionnaire is included with the tender documents. Tenderers must complete this questionnaire to demonstrate their compliance with a series of minimum standards as listed below. Tenderers should note that these minimum standards are mandatory and that failure to provide adequate evidence of how these standards are met will result in exclusion from the tendering process. Each tenderer passing the minimum standards will then be subject to a technical and commercial evaluation.
Section 1
You must be either currently registered under the United Kingdom Data Protection Act (DPA) 1998 or, if you are not currently registered under the DPA, be able to confirm that you have the ability to register with the Information Commissioners Office and be so registered at the contract award date.
Section 3
If you intend to sub-contract any part of the services to be provided, you must name your intended sub-contractors and have satisfactory processes for recruiting sub-contractors and monitoring their recruitment of any new staff.
Section 4
You must be currently able to meet the required standards for internal audit in the NHS as set out by the Department of Health and by Monitor, the independent regulator for NHS Foundation Trusts.
You must currently be able to meet the Secretary of State Directions on NHS Counter Fraud and the requirements of NHS Protect.
You must have satisfactory previous experience of providing internal audit and counter-fraud services to NHS provider organisations.
You must have satisfactory relevant expertise in: risk management, computer, capital, estates facilities and procurement audit and counter fraud management.
Section 5
You must be able to provide satisfactory references.
Section 6
Your organisation must be of sound financial standing, as judged by the Trust’s finance managers.
Section 7
You must be acceptable as a supplier to public contracting authorities, in relation to Regulation 23 of the Public Contract Regulations 2006. Further information can be found at http://www.legislation.gov.uk/uksi/2006/5/contents/made
Section 8
You must have satisfactory insurance cover.
Failure to provide a satisfactory response to any of the questions may result in the Trust not proceeding further with the Applicant. Failure to sign any of the declarations included in this questionnaire may also result in the Trust not proceeding further with the Applicant.
Following the evaluation of the Minimum Standards Questionnaire, those Applicants that meet the minimum standard will then have their Tender Response Schedule and their Financial Offer assessed and marked.
