NHS CB will take up its full statutory duties and responsibilities on 1.4.2013 and will play a key role in the UK Government’s vision to modernise the NHS with the key aim of securing the best possible health outcomes for patients by prioritising them in every decision it makes. The NHS CB will take on initial statutory responsibilities, the most notable of which are the authorisation of Clinical Commissioning Groups, which are the drivers of the new, clinically-led commissioning system introduced by the Health and Social Care Act 2012.
The NHS CB requires a comprehensive internal audit service to help meet its role and responsibilities, whilst maintaining the necessary level of professional independence.
The aim of this procurement exercise is to appoint a single provider of assurance services to the NHS CB. These services shall include (but are not limited to) internal audit, governance, risk management, counter fraud services, and other specialist assurance services.

The estimated value II.2.1 comprises two elements. Firstly the core internal audit services estimated at GBP 1 m per year contributing to the range GBP 3 m to GBP 5 m depending on whether the option to extend the contract is exercised. Secondly there is the potential under the contract to require the provision of certain additional services, primarily counter fraud work at the NHS CB ‘s discretion. The potential value of all such work that may be required by the NHS CB is GBP 10 m pa. There is no guarantee that all or any such work will be ordered under the proposed contract but the value is included in case this is required.
This contract is also for the benefit of the NHS Commissioning Support Units (and any future successors to this organisation).
The NHS CB intends to use an e-tendering system for this procurement exercise.
A supplier open day will be held on 12.2.2013, details of which can be found in the invitation to tender documents.
The estimated procurement timescale ie from placing the OJEU notice through to contract award is 120 days.
