II.1.5)Short description of the contract or purchase(s)

Provision of Internal Works to Housing and commercial stock Expressions of interest are invited from potential providers wishing to provide planned, cyclical and ad-hoc internal works services to both occupied and vacant domestic housing and commercial properties throughout the area covered by Westworks, its members and partners (herein after referred to as users). Providers appointed to the framework may be required to act as main contractor within projects and to utilise supply chains already in existence or yet to be established by Westworks and its users. This provision includes supply of materials by the user for the works to be undertaken where this provides the user with the best value. Similarly providers may be required to act as a supply partner to users existing or future partnerships. Potential Providers should note that competitive tension will be maintained throughout the lifetime of the framework and all call-offs will be subject to further competition within the framework. The framework will be of 4 work stream lots and multiple providers will be considered to achieve geographical and volume coverage for each lot:
1. Electrical installations, (renewal and repairs including electric heating systems);
2. Electrical testing (and minor associated remedial works);
3. Internal works (kitchen, bathroom installation, associated plumbing and electrical works, general building works, aids and adaptations);
4. Domestic gas heating (installations, boiler renewals upgrades).
Important note: it is not the intention to split the works by geographical lots but to award places on the framework based on having enough providers to deliver in all areas and to award works contracts by running mini-competitions (mini-tenders) from the framework. Bidders will be required to identify the areas in which they are able to provide the services described within the tender documents. (3) Where appropriate, all candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards. QA management procedures will be requested for submission;
(4) A check may be carried out by the contracting authority or by a competent official body of the State in which the candidate is established, to verify the technical capacity of the candidate; and if relevant, on the candidates research and development facilities and quality control measures;
(5) A statement of the candidates technical facilities; measures for ensuring quality; and their research and development facilities;
(6) An indication of the proportion of the contract which the services provider intends to sub-contract;
(7) A statement of the technicians or technical services available to the candidate to carry out the work under the contract; or be involved in the production of goods or the provision of services under the contract; particularly those responsible for quality control, whether or not they are independent of the candidate;
(8) A statement of the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract;
