This includes but is not limited to a property and asset database, planning and scheduling repairs and appointments, resource management, mobile working, materials and stores management, purchase ordering, etc. for the Internally Managed Service.

One Housing Group (‘the Contracting Authority’) on behalf of itself seeks expressions of interest from suitably qualified and experienced organisations who can provide the required IT system functionality for the Internally Managed Service. This includes but is not limited to a property and asset database, planning and scheduling repairs and appointments, resource management, mobile working, materials and stores management, purchase ordering, etc. for the Internally Managed Service.
One Housing Group manages almost 15 000 homes in 26 London boroughs and surrounding counties.
The service covers the full range of repairs, voids, cyclical maintenance, planned maintenance, mechanical and electrical services, FM services and the like.
The Customer Organisation is prepared to consider software solutions that are hosted externally or on premise. For on premise hosting, the system must be capable of operating under a Microsoft environment using Citrix thin client technology.
For externally hosted or SaaS solutions, the system must be capable of interfacing with the Customer Organisation’s Microsoft-based systems and be capable of utilising Microsoft Internet Explorer.
Regardless of the hosing model adopted, the system will need to have the capability to allow repairs to be raised and amended via webservices or APIs.
The estimated number of back-office users located in at least 2 offices and at least 2 sub-depots are currently estimated as 60.
The estimated number of remote users accessing the system via a tablet or personal digital assistant device is currently estimated as 70 PAYE and 80 CIS.
The IT system will be required to interface with a number of corporate and third party systems.

The purpose of this pre-qualification questionnaire is to enable the Contracting Authority to identify which organisations are to be invited to tender by reference to their eligibility, economic and financial standing, and professional and technical ability.

In the event that a group of economic operators submitting an acceptable offer it will be necessary for them to provide an undertaking that each organisation will be jointly and severally responsible for the due performance of the contract. Such undertaking will be in addition to the requirement to provide other deposits and guarantees required by One Housing Group for the due performance of the contract.
