Ofcom requires a service provider to undertake a survey of data from a variety of sources, across all communications sectors, including quantitative consumer research from a range of European countries, the USA and Australia, as research for and for reference in Ofcom’s International Communications Market Report (ICMR).
Ofcom publishes its annual ICMR in November / December each year. The 2013 report is available here: http://stakeholders.ofcom.org.uk/market-data-research/market-data/communications-market-reports/cmr13/international/.

The report covers a range of availability, take-up, consumption and revenue metrics across all communications sectors.
We require a range of metrics, which we will need to be able to publish about the communications market in each of the countries that feature in the report.
Each metric has been categorised as vital or desirable.
We require metrics for two groups of countries.
Group 1.
UK, France, Germany, Italy, Spain, Netherlands, Sweden, US, Australia, and Japan.
Group 2.
Poland, Singapore, South Korea, Brazil, Russia, India, China, Nigeria
Ofcom requires the successful tenderer to:
— source, collect and aggregate the data,
— to answer any questions from Ofcom about the data including attending Ofcom at Riverside House in London for two half day sessions to discuss the data and answer questions. These sessions will occur each year of the Contract after the data has been first delivered to Ofcom and before Ofcom publishes its ICMR.

Precise information on deadline(s) for lodging appeals: Ofcom will incorporate a standstill period of ten days between the communication of the award decision to tenderers and entering into a contract with the successful tenderer. Tenderers wishing to obtain further debriefing a minimum of three working days before the end of the standstill period must request it within two working days of the award decision being communicated to them. This should be requested from the contact point indicated in section I.1). Where issues regarding the award cannot be resolved between Ofcom and the tenderer, the Public Contracts Regulations 2006 allow for appeal to be brought before the High Court of England and Wales. Any such appeal must be brought promptly and in any event within three months.
