The services will be provided in relation to actual or prospective project finance transactions in respect of which ECGD support has been requested. Projects could be in a variety of business sectors but predominately involve Infrastructure, Petrochemicals, Oil & Gas, Energy, Metals and Mining and Renewables.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

In addition to the technical requirements above, candidates must be able to demonstrate:
Knowledge and experience of OECD project and structured finance criteria.
Knowledge and experience providing financial (structuring, risk and modelling) advice on recent Export Credit Agency (“ECA”) project finance transactions in at least two of the following markets:
— MENA;
— Latin America;
— ASEAN.
Knowledge and experience of providing financial (structuring, risk and modelling) advice on recent ECA project finance transactions in at least two of the following sectors:
— Petrochemicals;
— Oil & Gas;
— Energy;
— Infrastructure;
— Metals and Mining;
— Renewables.
