Royal Mail Group Ltd is seeking a Supplier to act for and on its behalf in the United States of America, and hereby invites expressions of interest from suitably qualified organisations to take part in a tender. The services involve developing Royal Mail’s business in respect of its full range of UK domestic services to US based customers sending mail to the UK. The services will include sales, marketing, agreeing contracts with customers, customer support, administration, and the collection of payments. The Supplier will, as Royal Mail’s agent in the US, enter into contracts with US customers on behalf of Royal Mail for the sale of Royal Mail’s products. The Supplier will also provide services to all customers with regard to the delivery of customers’ mail to the UK into Royal Mail’s UK network for onward delivery to the recipient by Royal Mail. Prospective applicants are asked to submit a fully completed pre-qualification questionnaire (PQQ) to register interest in this opportunity. Minimum conditions for participation include: Willingness to raise and keep open a bank guarantee to cover 8 weeks’ postal remittances, strong creditworthiness, relevant previous similar experience (e.g. selling postal services within the US), strong management and ability to sell across the US. The deadline for the receipt of completed PQQs is Friday 20th September at 17:00 UK Time. The PQQ form is available only by following the instructions at below. The submissions will be evaluated by Royal Mail, in accordance with the criteria stated in the PQQ template, and up to 6 applicants will be shortlisted. The shortlisted applicants will be invited to submit a tender. The contract value is highly dependent on performance against the business development targets but is expected to be in the region: £1,000,000 – £2,000,000 per annum. The contract will be awarded based on to the most economically advantageous tender in accordance with the evaluation criteria stated in the tender documents. The initial term of the agreement will be 2 years with an option to extend for up to 2 further years. Any agreement entered into will be considered a contract made in England according to English law and bidders will be subject to the non-exclusive jurisdiction of the English Courts.
