Invest NI’s (INI) Research & Development Division (RDD) wishes to establish a framework of suitable advisors to appraise applications from companies seeking financial assistance from INI to undertake potential research and development projects across a broad spectrum of sectors.
In addition, advisors will also be required to undertake technical reviews of supported projects to provide an independent assessment on how successful the research projects have been and report on technical objectives and milestones achieved.
Invest NI RDD is also seeking advisors to provide mentoring support for applications towards competitive, Technology Strategy Board (TSB) and EU R&D funding calls.
It is anticipated this Framework will be operational from early 2014 for a period of two years with the option to extend for a further two one year periods.
Service Providers will be required to:
— Conduct detailed technical appraisals of applications from companies and/or research organisations wishing to conduct commercially relevant research and/or development projects.
— Conduct detailed technical reviews of completed research and/or development projects.
Technical appraisals and reviews will require very specialist knowledge in industrial sectors and will normally involve the provision of advice on issues such as:
Technical viability, validity, merits and risk, industrial relevance; reasonableness of costs; degree of innovation; potential benefits; market potential; additionally; and Intellectual Property Rights arrangements.
Individual Contracts from the Framework Agreement will be established via Secondary Competition.

The performance of service providers on the framework will be regularly monitored. Service Providors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for.
Invest NI expects excellent standards from all service providers at all times. It is essential that projects are completed to a robust standard. Invest NI will work closely with all service providers to ensure that the organisation’s expectations are clearly understood.
During the period of the contract, the performance of each successful service provider will be regularly monitored by the Technology Executive (TE) / INI Project Manager (PM) who appointed the advisor to ensure they deliver on all areas detailed in the Terms of Reference issued at the secondary tender stage. At the end of each assignment, a Post Project Evaluation will be completed this will include an overall performance rating on the completed project.
Should a service provider’s performance be deemed ‘poor’ or ‘unsatisfactory’ the INI TE/PM will inform the provider of this. Notice of ‘poor’ or ‘unsatisfactory’ performance will result in written advice to the provider about the need to maintain quality standards, and the provision of two such inadequate performance notices will result in removal from the framework for a period of 12 months. Invest NI may also seek to reduce costs for work that is deemed to be ‘poor’ or ‘unsatisfactory’.
Poor or unsatisfactory performance may also be escalated to senior management in CPD for further action. If this occurs and performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and the service provider may be issued with a Certificate of Unsatisfactory Performance. The issue of a Certificate of Unsatisfactory Performance will result in the contractor being excluded from all procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of twelve months from the date of issue of the certificate.
