The contracting authority invites expressions of interest from suitably qualified providers of investment readiness business support services to local start-up businesses and SMEs.
The contracting authority is seeking service provision that will build the capacity of new and existing businesses to develop finance-ready business plans and access finance. The provider will work with investors, high street banks, micro-finance lenders, and delivery networks for central government access to finance initiatives such as the Start Up Loans programme to develop the service in line with the views of lenders and investors. Prospective bidders must have an excellent track record in delivering high quality business support services and will preferably have considerable experience of delivering these services in London.

Applicant organisations should note that this is a voluntary notice for Part B services. The contract will comprise both Part A and Part B services although the Part B services are considered to form the dominant element. The contracting authority had decided to advertise the procurement in the OJEU in order to ensure that it reaches the widest possible audience and not because it is required to do so under Directive 2004/18 or under the Public Contracts Regulations 2006 as amended. This notice therefore represents no assurance or commitment by the contracting authority that any of the timescales or procedures set out in those Regulations will apply to this procurement.
