Description of the goods or services required

The Economic Development service at Angus Council (the “Purchaser”) produces a number of brochures and leaflets throughout the year to promote the area and to increase visitor numbers. There is a requirement for the Purchaser’s Economic Development service to contract with a company who can distribute this literature to key locations throughout Scotland, making the literature available to the public through licensed literature stands and racks. These key locations include bus and train stations, airports, hotels and other accommodation providers, visitor attractions and retail outlets. The Purchaser will print and provide the literature and dispatch it to the Supplier. The Supplier will be responsible for all distribution costs from that point on, including return on undistributed leaflets to the Purchaser at the end of the campaign.

The required key outcome for the Purchaser is to achieve maximum demonstrable public exposure for its literature in the Areas stated at a reasonable cost to the Purchaser.

An indicative timetable for this procurement exercise is as follows:

– Publish tender notice:- Thursday 26th January 2012

– Quote Return Date:- Friday 10th February 2012

– Approx. Contract Award target date:- Wednesday 15th February 2012

– Supply Start target date:- w/c 20th February 2012

– Approx. Contract Completion date:- tbc – late 2012

Completed Quotes will be evaluated and contract award will be on the basis of the most economically advantageous bid, having regard to the price and quality of the Quote, as follows:

The overall weighting for evaluation of the Quotes will be on the basis of a price/quality split between the price and financial criteria at 70% and quality criteria at 30%.

Payment terms are for payment in full on satisfactory delivery of the service, 30 days from submission of invoice.

The full terms and conditions of contract are contained in the Invitation to Quote documents accompanying issue of this Notice. Submission of a Quotation not complying with the purchaser’s mandatorily required terms and conditions may render that Quotation invalid.
