Islington Council (“the Council”) invites suitable expressions of interest from organisations for appointment to the Framework for the Disposal of Land for Housing Development and associated services (“the Framework”).Current status:  
Islington council is committed to increasing the development of housing, particularly affordable housing in the borough.

The requirement:

Members of the Framework will be offered the opportunity to tender to acquire sites in the council ownership and provide associated services through mini competitions.  Tenders will need to demonstrate value for money and meet the Council’s key housing priorities.  

    • Organisations bidding to acquire and develop Council sites will need to demonstrate their ability to: Provide housing for Social Rented (Target Rents) and Shared Ownership units only.
    • Provide  homes for rent (at Target Rent levels) on all schemes, especially for family sized homes with 3 bedrooms or more.

On some sites there may be a requirement to build community facilities as part of the new development.  Successful organisations will need to work with the council to effectively manage newly developed housing stock and any community facilities.  They will also need to be committed to maintaining a long term constructive relationship with the council through good partnership working, particularly with the Housing and Planning Departments.

Framework Period

The framework agreement will run for a period of four (4) years from 1 May 2012 to 30 April 2016.   

The estimated value over the lifetime of the framework agreement will be between £0 – £35 million. The value of the contracts drawn via mini competitions from the Framework agreement will be dependant upon the number and size of land disposals. The council cannot guarantee value or volume of work throughout the lifetime of this Framework agreement. 

This framework agreement is advertised as Part B – Restricted Procedure.  As a result, the procurement process will be conducted in two stages. The first stage will involve an assessment of an organisation’s proposals through a pre-qualification questionnaire (PQQ).  We anticipate a maximum of the 25 (twenty five) highest scoring organisations will be invited to tender.     

Tender Award criteria

The second stage will involve organisations submitting their method statements based on Tender award criteria.   We anticipate awarding to a maximum of top fifteen (15) highest scoring organisations.


Final Tender award criteria weighting between will be set out in the invitation to tender’s, so all bidders will be aware in advance of the assessment criteria to be used.

Submission of Pre-Qualification Questionnaires by: 12 noon, 27th March 2012.  Late applications will not be accepted.
