Islington Council invites suitable expressions of interest from suppliers for a short-term high-quality accommodation-based support service for adults with learning disabilities and high support needs; including complex physical and sensory needs and non-verbal communication.
The Council anticipates there may be limited competition given the short term nature of this agreement and the significant transfer of staff implications, but is issuing an advert to act transparently to the market. No additional money is available to support the transfer of staff costs either to or from this agreement at the beginning or end of this contract. The provider will be expected to manage the transfer of staff without the support of the Council. The aim of the service is to provide high quality person-centred support for 12 service users aged 18-65 with learning disabilities and high support needs to enable them to live a fulfilling life and participate meaningfully in their local community.

The service provider will be expected to deliver core support hours of 85 hours per person per week and waking night support in the ratio 1:4, staff: tenant. This has been set to reflect the anticipated support needs of the tenant service user group as a whole, and may be varied from time to time in consultation with care managers and endorsed by commissioners, if needs or tenants change.
Organisations wishing to tender for this service are required to have a comprehensive track record providing a comparable service in the past 3 years, i.e.
— Managing housing support services for Learning Disabilities;
— Delivering services under the Supporting People programme either as a Registered provider or as a Support Provider.
This contract will be split into 2 lots:
— Lot 1 — Support provision for 8 adults with learning disabilities and high support needs;
— Lot 2 — Support provision for 4 adults with learning disabilities and high support needs.
