The scope of the ISO Certificated Services Contract is as follows :
The Potential Provider will provide ongoing ISO/IEC 27001 certification services for the duration of Contracting Authority’s current certificate of registration, as well as re-certification at the end of the three year cycle. The single provider will also potentially, at the discretion of DFID, provide ISO/IEC 22301 certification services under the same Contract.
DFID’s ISMS Scope is all information processed and stored across the DFID organisation including paper records. DFID operates common policies and IT systems across all of its offices. As well as headquarters in London and East Kilbride, DFID has offices in 30 countries worldwide, 3 regional programmes in Africa, Asia and the Caribbean, and development relationships with 3 aid dependent Overseas Territories – St Helena, the Pitcairn Islands and Montserrat. DFID has been assessed as being a low risk and low complexity organisation within the context of ISO/IEC 27001.. If pursued, the scope of ISO/IEC 22301 certification will be limited to the Business Continuity Management applied in DFID’s 2 UK Headquarters. The rationale for this is that increasingly DFID is becoming a beneficiary of a “one HMG overseas” approach to provision of business services, and BCM is a part of that overall offer. DFID Overseas offices will therefore be excluded from the scope of ISO/IEC 22301 certification.
For the avoidance of doubt, the following service requirements will be included in the scope for this contract;
— ISO/IEC 27001 certification services for all information processed and stored across the DFID organisation in UK and overseas including paper records.
— Provide certification services for ISO/IEC27001 to UKAS certification standards, including transition of certificate to ISO/IEC 27001:2013 by October 2015 and certificate renewal in 2017;
The following service requirements will be optional, and at the discretion of DIFD, to be included in the scope and awarded under the same contract for ISO/IEC27001 certification services;
— ISO/IEC 22301 Business Continuity Management certification services for DFID’s UK Headquarters.
This Procurement is being managed and facilitated by Government Procurement Service (referred to as the Agent). The Agent is acting on behalf of the Contracting Authority throughout the procurement process.
The ISO Certificated Services Contract will be between the successful Supplier and the Contracting Authority, not the Agent.

Range: between 105 and 160 GBP

The ISO Certificated Services Contract will be between the successful Supplier and the Contracting Authority, not the Agent.
Potential Providers should note that, in accordance with the UK Government’s policies on transparency, the Agent intends to publish the Selection and Award Questionnaires, Invitation to Tender (ITT) document and the text of any Contract awarded, subject to possible redactions at the discretion of the Agent.

The Agent expressly reserves the right (i) not to award the Contract as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will either the Agent or the Contracting Authority be liable for any costs incurred by the Potential Providers. If the Contracting Authority decides to enter into a Contract with the successful supplier, this does not mean that there is any guarantee of subsequent contracts being awarded. Any expenditure, work or effort undertaken prior to Contract award is accordingly a matter solely for the commercial judgement of Potential Providers.
The duration of the ISO Certificated Services Contract is for an initial 3 years with the option to extend a further 1 and 1 and 1 Years. Thus the potential duration of the Contract is 3+1+ 1+1 Years.
The value provided in Section II.2.1 is only an estimate and is based on the initial 3 year duration.
Note: There is no appeal as such to a decision on whether or not to award the Contract but if you wish to make representations to the Agent about the conduct or outcome of the procurement you should email the Agent at the address stated in Section I.1.
A party who feels that there has been a breach of procurement law may apply to the High Court for one of the remedies available under the Public Contracts Regulations 2006.
